A county in Washington state (King County) has just entered into a $3 million settlement for an inmate that was beaten by another inmate in a shared cell. The victim was Toby Meagher. His pleas to be moved to another cell only minutes before the attack occurred were disregarded. Jail officials already knew that his cellmate was dangerous, mentally unstable and violent.
